Ein dürrer Brief, ein paar Absätze lang, verlesen vor dem Parlament: So geht die Ära der Präsidentschaft Massoud Barzanis in Irakisch-Kurdistan zu Ende:

Kurdistan Parliament’s Presidency

Warm greetings,

According to Order 128 in July 12, 2017, we had asked the elections of the Kurdistan Parliament and Presidency to be held on November 1, 2017, but the Independent High Elections and Referendum Commission has suspended preparations for the elections due to political, security, technical and lack of candidates’ reasons.

Kurdistan Parliament has extended its term and the Kurdistan Regional Government for two more terms since October 24, 2017.

Regarding the Kurdistan Region Presidency, after November 1, 2017, I refuse to continue in this position, and the law of the Kurdistan Region’s Presidency must not be amended or its term must not be extended. So you [Kurdistan Parliament] must gather to avoid a legal vacuum in the duty and powers of the region’s president; and to resolve this issue.

I, as Peshmerga Masoud Barzani, will continue from struggle and strife to obtain the loyal rights of our nation and to preserve our nation’s gains.

Nicht ganz. Denn da gibt es neuerdings ein Organ, dass weder in der irakischen noch kurdischen Verfassung vorgesehen ist und doch die höchsten Machtbefugnisse auf sich vereinigen soll. Also doch nur vom Präsidenten zum Vorsitzenden dieses Councils?

President Masoud Barzani will remain in Kurdish politics as leader of the High Political Council, his senior assistant Hemin Hawrami told The Associated Press. 

The High Political Council was formed to replace the High Referendum Council to take the lead in the post-referendum phase.
