Hilfe für Syrien - Hilfe für Assad?

Geld, das an der Syrischen Roten Halbmond gespendet wird, fließt, so verschiedene Berichte, entweder in die Taschen des Regimes oder wird als Waffe gegen unliebsame Bevölkerungsteile eingesetzt.

 

Die verheerenden Erdbeben der letzten Tagen haben nicht nur die Türkei getroffen, sondern auch Nordsyrien und dort sowohl Gebiete, die vom Regime kontrolliert werden wie solche, die unter Kontrolle der kurdischen PYD stehen als auch Idlib, wo syrische Oppositionsgruppen und die Türkei das Sagen haben.

Im folgenden geht es ausschließlich um Hilfe, die über das Regime in Damaskus getätigt wird. Seit Jahren ist bekannt, dass Hilfsgelder, vor allem solche der UN wichtige Einnahmequelle des Regimes sind, ja ihm zusammen mit Drogenhandel- und produktion de facto das Überleben sichern. Dafür werden Gelder systematisch abgezweigt und Menschen in Not vorenthalten:

One of the main reasons that so many people remain in need is the Assad regime’s systematic co-optation and corrupt diversion of international aid. The regime has required that foreign donors partner with one of two local Syrian organizations—the Syrian Arab Red Crescent (SARC) and Syria Trust for Development (founded and run by President Assad’s wife); these government-affiliated organizations can then deliver aid money “out of sight” of the international organizations that sent that money, thereby obstructing aid workers’ ability to ensure that aid is distributed based on need. The government also mandates that all international organizations in Damascus hire local personnel hand-selected by the regime who supervise all programming and select which beneficiaries receive aid. 

Internationale Hilfe muss also über etwa den Syrischen Roten Halbmond (SARC) abgewickelt, der des facto eine staatliche Agentur ist und entsprechend agiert. In den letzten Jahren wurden einige Studien veröffentlicht, die schockierende Einzelheiten zu Tage brachten.

So schrieb das Syria Justice and Accountably Center, wie eng der SARC vor allem nach Ausbruch der Proteste 2011 an die Leine des Regimes gelegt wurde und Hilfe gezielt eingesetzt wurde zur Bestrafung illoyaler und Belohnung loyaler Menschen eingesetzt wurden.

Syrian government memos obtained by SJAC show how intelligence agencies were giving explicit orders for its branches to work in close coordination with SARC to “regulate the distribution of medical aid to these areas [under opposition control] and select the types of aid that will be allowed.”

Noch verheerender fällt eine Untersuchung der Syrian Association for Citizen's Dignity (SACD) aus:

Regime interference ranges from directly influencing the aid distribution, deciding who will (and who will not) be the beneficiaries of various projects; to appointing people close to the regime to crucial positions of influence in these organisations to control and monitor their work; to directly appropriating aid to the regime’s military and militias, sometimes in larger percentages than what reaches the intended beneficiaries. The acceptance of such interference permeates all aid organisations, international and Syrian; there is now a dangerous symbiosis between these organisations and the regime’s institutions. Finally, there is ample evidence that the Syrian regime is itself involved in creating many CSOs that later appear in political negotiations as representatives of “independent” civil society.

Auch soll ein Großteil der Hilfe direkt an Militär und Milizen fließen:

Diverting aid to the military in regime-controlled areas has become a systematic practice due to the regime’s security policies and its high level of interference with and penetration of humanitarian and aid organisations.  More than half (57 per cent) of respondents indicated that up to 25 per cent of the total aid offered by their organisation is diverted to the military forces and their families, as well allied militias; 28 per cent confirmed that 26–50 per cent of their organisation’s aid ends up with the military.

Noch immer ist der Syrische Rote Halbmond Teil der internationalen Rotkreutz- und Halbmond Organisation und wie gesagt, Hilfe in Syrien muss durch ihn oder andere staatlich kontrollierte Organisationen abgewickelt werden.

Dies sollte zumindest im Hinterkopf haben, wer dieser Tage überlegt Spenden an über mit Damaskus liierte Organisationen zu tätigen.
